Who said anything about partisan politics? Can't we all just GET ALONG!

Not that I speak for Jonathan, but I think I do know some of his logic
here. 
This is not partisan politics at all.  The biggest reason would be that
Congressmen have smaller constituencies and consequently generally are
more
accessible. In big states like Texas particularly -- in Utah or N.
Dakota it
might not matter so much, as a Senator would have the same size
constituency as a
Congressman (or woman!).  

Just in case there is any partisan thinking going on here, I'd also like
to
note that Kay Bailey Hutchinson has been very supportive of
cycling on Capitol Hill, participating in activities when Texas Bicycle
Coalition
and others TX representatives for cycling have gone to Washington.

I've let Jonathan know I'm supportive of his proposal.  I might be of
some
help
in interfacing with some of the bike shops, getting stuff up on the web,
and doing some writing.  

Hope this comes to fruition.
