I said it sounds silly Jean, but I've experienced it myself. I'm not 
suggesting that you're incorrect that the tire has a greater effect 
(opps, Math major not English, right? - sorry, couldn't resist). I 
think you are correct about that point, but only that the spoke 
tension does affect the rim diameter enough to matter (Frank was 
correct about my argument). Back when using factory-built wheels, I 
couldn't get some of my tires mounted without levers. When I learned 
to build myself, I quit using them. I would not have believed it 
unless I had experienced it myself, but it was a very clear 
difference.  ...and I see that now Chris agrees with me.
