definitely could be that much difference.  wheels are rotational weight, so
heavier wheels slow you down more than just weight on the frame or
yourself.  saving yourself from changing flats is worth it to lots of
people.  I ride in gatorskinz because they are flat resistant and pretty
light.  put on racing tires on race day if it matters to you.

a good trick is to check your tires for glass before every ride.  turn off
the light in your garage and spin your wheel slowly while shining a
flashlight on it at an angle.  the light will glint off the glass.  it can
take many miles for glass to puncture, so you can catch it well before it
happens.
