[CL] more comments on the 13 December draft of CL

Harry and Pat,

I've just posted a preliminary draft of an XCL 1.0 syntax
specification to:

   http://purl.org/xcl/1.0/

which redirects to:

   http://www.altheim.com/specs/xcl/1.0/

This is pretty rough, but it's a start. I need some help getting
the examples together, and Pat, it's time to get out the scraper
and some turps...

For those interested, Appendix C does include links to the XCL 1.0
DTD, plus commented and xcl:-prefixed versions as well.

Comments and feedback most welcome.
