[CL] Final posting of Annex B by me

Folks,

I am now turning over the whole thing to Harry,
who is the official editor of the CL standard:

I have not heard any new complaints or suggestions,
which I hope is a good sign that there are no further
issues (the Microsoft word for bugs) to be addressed.

I made two changes to this latest version:

  1. Require "#" as a prefix on any bound coreference
     label that is used as a type label in a concept,
     an actor, or a conceptual relation.  I made that
     change to the grammar rule for actor and conceptual
     relation in core CGIF and to actor, concept, and
     conceptual relation in extended CGIF.  I also added
     a few comments here and there to point out that a
     bound label used as a type label must be prefixed
     with "#" (in addition to the "?").

  2. Changed the font family to Arial (which is used for
     ISO standards).  Many studies have shown that a font
     with serifs, such as Times Roman, is more legible
     for extended text than a sans-serif font, such as
     Arial.  But if ISO wants to reduce the legibility
     of their documents, I won't try to stop them.

I will also use OpenOffice to convert the entire file
to .doc format and post that to the same directory
as annexb.doc.  I'll also update an earlier version of
B.4, which is already in .doc format.

I'll send another note when I post those two .doc files.
