Well, it mentions both aspects. Both are required for conformance.
But this wording is rather out of date now as XML isnt any longer the
essential core syntax for the ISO version.

I think so, sure, provided you gave it a proper semantics. The idea
was to allow even things like diagrammatic syntax forms, or RDF
graphs, which don't have natural linearizations.
What exactly is the point that needs clarifying? Sorry to seem obtuse.
