I would argue that a report has three statuses - reported and 1) accepted 2)
rejected, or 3) undetermined.  For example, I have submitted this defect
report: http://philebus.tamu.edu/pipermail/cl/2009-November/001933.html, but
there has been no feedback as yet.  I assume the status of this report to be
undetermined.  I've also submitted this defect report:
http://philebus.tamu.edu/pipermail/cl/2009-November/001923.html and there
has been some feedback.  However, I don't see an indication that it has been
accepted or rejected.
