[CL] URIs as constant terms in CGIF

Hi!

I just want to make sure that I understand the CGIF spec correctly:

I want to use URIs and abbreviated URIs within CGIF formulae, e.g. in 
the conceptual relation that Alice knows Bob:

     ( http://xmlns.com/foaf/0.1/knows ex:alice ex:bob )

 From Sec. B.2 of the CL spec, it appears to me that I cannot do this 
directly in the form given above, but (and here is where I am uncertain) 
that it is possible when putting the URIs in quotes:

     ( "http://xmlns.com/foaf/0.1/knows" "ex:alice" "ex:bob" )

Is this correct?
