[CSPS] Marc Chaloupka's clarification on GT

Dear CSPS Members:  Our current School Board President, Marc Chaloupka, has 
sent the following message regarding the future of the Gifted and Talented 
program in the CSISD.


I wanted to address a issue that I see posted on the CSPS list serve, it 
states that the School district is eliminating the GT program due to budget 
cuts. That is not true, we have been told that we would no longer be able 
to receive a waiver, that at present allows us to address all student needs 
in K-3 with funding, without sorting out the students to be identified as 
GT. At that early age we have found that is very challenging to identify 
children in this group and some needs will not be addressed.
The District has found that with the waiver we were addressing more needs 
than what is being mandated by the State. This is another example of local 
control being removed from the Community, which will not allow us to do 
what is best for the students of CSISD. If you need further information on
