[DP-Announce] Vigil on Wed. in College Station cancelled due to road conditions

The state is still planning on carrying out its execution, but due to 
the ice on the roads, travel around the Brazos Valley is still 
trecherous.  Hence I think it wise to not attempt a vigil today.  If 
anyone really feels compelled to go out, let me know and I'll join 
you.
