[SCL] naming ontologies

Yep, thats what Im going to do, pretty much. You gotta be able to 
attach a URI ref to an ontology and put it up on a website.

Well, my point is that step 2 is right in there in the core syntax of 
step 1. If we leave it out, its got no place to go.  But s'OK, step 2 
is easy. The hard part is still what was always the hard part, how to 
be flexible about functions.
