[SCL] scruffy draft

There is a very scruffy and very incomplete beginning of a document at

which I will be continuing to work on. over the next few days.  It is 
not really in a fit state to publicize at present, but I'm just 
putting this URL up so that people can track progress if they want 
to.  Comments, suggestions all welcome at any time, of course.
