While I have no opinion on including the *use* of URIs in SCL core,
I am still hoping that the web version of the document be sure to
include link targets for each and every important language component,
so that subsequent specifications based on SCL can unambiguously
link to their associated parts. Otherwise it will be much more
difficult to refer to sections and/or develop URIs/PSIs based on
those components. This will be useful to the RDF and Topic Map
crowd, as well as anyone developing SCL extensions, software, etc.
This is how I "stole" the semantics of XML Schema Datatypes (since
the document authors were kind enough to provide a set of URIs for
the purpose), and how I hope to also "steal" the SCL semantics.

ABU HISHMA, Iraq, Dec. 6 - As the guerrilla war against Iraqi
insurgents intensifies, American soldiers have begun wrapping
entire villages in barbed wire. [...] "You have to understand
the Arab mind," Capt. Todd Brown, a company commander with the
Fourth Infantry Division, said as he stood outside the gates
of Abu Hishma. "The only thing they understand is force - force,
pride and saving face."
