[SCL] Comments on Pat's SCL document

I plan to do that in any published version, but right now Im just 
writing text. I will add anchors the HTML once the text is reasonably 
stable., and we can web-christen things like the SCL kernel and core 
syntax specifications. I intend to provide a set of 'standard 
headers' with URIs for use in importing.
