[SCL] document draft

Gentlemen, in case any of you are trying to actually read the thing I 
am trying to write, please be advised that it is not worth the effort 
to read through the details of the semantics given there, which is 
seriously broken, and when fixed will be much more conventional, and 
not have even a slight whiff of free logic about it. .

A drastic simplification, closer to Chris' semantics, will  be 
appearing as soon as I can get it written, but I will be out of the 
loop for the next 2 days. I will try to knock out a draft outline 
while flying tomorrow.
