[SCL] Standards discussion moving to CL list

In keeping with Pat's (and my) desire to keep technical discussions 
separate from the standards work, I have asked Chris to re-activate the 
original CL list for that purpose. I would suggest that any members of 
the SCL list who are interested in the standards work should subscribe 
to the CL list at

http://philebus.tamu.edu/mailman/listinfo/cl

if they are not already subscribed. I have already posted a note to the 
CL list suggesting its new focus.

This should free the SCL list for its intended purpose. I hope this is 
an agreeable arrangment.
