[SCL] XML Common Logic (XCL) 1.0: strawman proposal

I've recently posted a strawman proposal for an XML Common Logic
syntax at:
http://purl.org/xcl/1.0/
I've also (as is indicated by the above URL) taken the liberty of
establishing the PURL for XCL at OCLC. By this I do not intend to
stand on this territory, and am happy to either include an appropriate
co-maintainer and/or take myself off the maintainer list if "xcl"
is decided upon by the ISO committee and it wishes to use the PURL.
I did not register "CL" as I consider "XCL" to be "CL-on-the-web",
as "XTM" is "Topic Maps on-the-web".
This PURL will also enable establishment of published subjects for XCL
concepts, such as
http://purl.org/xcl/1.0/biology#Cat
http://purl.org/xcl/1.0/spatial#On-Physical
http://purl.org/xcl/1.0/household#Mat
so we can talk about and share canonical concepts as in RDF/OWL and
XTM. PSIs are described in the XTM 1.0 Specification and are the
subject of several OASIS technical committees (you can google on
OASIS Published Subjects if interested).
This is intended as a discussion document rather than any idea that
it represents any community consensus, or that it is stable or
functional. There are a list of goals that may assist in deciding
which goals are desirable for the CL/XCL standard itself (whatever
it is named in the end). I don't for a moment think this strawman
is currently functional, so please be gentle.
