[SCL] Updated XCL 1.0 strawman proposal

I've just updated the XCL 1.0 strawman proposal at:

   http://purl.org/xcl/1.0/

[note the original URL did not include the "1.0"]

This version includes a division of the language into Level 1
and Level 2, the first a proper subset of the second. The
fundamental difference is Level 2 includes linking features,
making it "CL-on-the-web", whereas Level 1 is "CL-in-XML".

There are also more examples and I've fleshed out many of
the sections. Comments welcome.
