Since the document is bound to go through many revisions, I'd prefer the
immediate access having it on our server provides, so pointers to the CL
web site seem preferable to me. Furthermore, it might be a bit
confusing for the general SCL spec to show up on a site named for one of
its infinitely many possible instances (albeit a very important one).

I've altered the dir structure to allow for better versioning. I've
created both cl and scl subdirs, and 1.0 subdirs under each of them.
I've changed [s]cl.html to [s]cl-1.0.html and have put symlinks to these
called [s]cl-latest.html in the [s]cl dirs. I might have broken
something on the web page, so let me know, but I won't be able to fix
anything til this evening as I have to drive to Houston to pick up my
son at the airport RIGHT NOW! :-)
