At the outset, I'd say that each heading (h1,h2,h3,etc.) should
have a link anchor, then anywhere you list language components for
the first time, there should be a link. If you include a table of
contents, you'll be doing the former anyway.

It's important that there only be one link target per component,
*or* you can use a characteristic ID naming scheme for the target
IDs (e.g., "scl-forall"), and list them all in an appendix. I
(speaking not as advice, but as something I'd probably do once
you're done) is take that list of established URIs and create a
Topic Map from it, each Topic being one language component. Then
anything I do in a topic map would hook up with SCL.
