[SCL] SCL basic consensus badly needed

SCLers,

Sorry I've been *so* out of the loop -- being in Germany for two weeks
near the beginning of the semester really buried me, and I'm just
digging my way out.  I will be returning to SCL in earnest next week, if
not sooner.  I plan to take up Tanel's lengthy post first, which raises
some excellent points and has lots of good arguments and suggestions.
