[Death Penalty Signs] Stay issued, no execution on Thurs. 1/19

Julius Murphy was granted a stay to evaluate his claim of mental 
retardation.  

The execution of the mentally retarded was made illegal by the U.S. 
Supreme Court in the 2002 Atkins ruling.  Nonetheless, the State of 
Texas has still not established a procedure by which mental 
retardation is to be established.



> There two other executions scheduled for January, Marion Dudley  on 
> 1/25 and Jaime Elizalde on 1/31.
